Is there currently a ban on the use of polyvinyl chloride (PVC) packaging materials in the European Community?
Answer:
There is currently no ban or phase-out schedule for PVC used in packaging in the European Union (EU) or in any Member State. As far as food packaging is concerned, vinyl chloride monomer is included in the list of permitted substances in Regulation (EU) No 10/2011 on plastic products, which cleans plastic articles intended to come into contact with food. The use of the monomer is subject to a detection limit of 10 ppb and a residual level limit of 1 mg/kg in the finished article. The Plastics Regulation also prescribes methods for testing the migration and residual content of vinyl chloride monomer. When used in articles that are entirely plastic, the finished product should also meet the overall migration limit of 10 mg per square decimetre (or 60 mg/kg for food packaging intended for infants and young children).
For non-food packaging applications, the food contact legislation is used as a reference guide in assessing the safety of pharmaceutical and cosmetic packaging.
